Andy has over twenty years experience of working on large scale development and regeneraiton projects across the North of England and Wales. He is dual qualified as a Chartered Surveyor and Chartered Town Planner and leads the Development Consultancy business for Colliers International in the North of England. Andy has core skills in development appraisals, property market review, masterplanning, development and delivery strategy. His team also specialises in the disposal of development opportunities. This includes sales by private treaty, formal and informal tender and developer procurement.

Accomplishments

Andy was instrumental in the foundation of the Liverpool office of Colliers International leads and he now leads the office. He also sits on the Regional Heads Board and also works with colleagues in Manchester and Leeds as Colliers builds an integrated service across its northern offices.

Expert Witness on Viability at several planning inquiries including Trafford, Isle of Man, Rochdale and Wigan.

Colliers International successfully tendered for a project to lead the development of an Area Development Framework (ADF) for the Eastern Employment zone of Ellesmere Port.

 

The Colliers team, led by Andy Delaney, compiled a comprehensive framework which included the relevant research, assessment, proposals, and market testing. Cheshire West and Chester Council (CWaC), were pleased with the detail and recommendations of the Framework.  However, were more impressed with the flexibility and client focussed approach from Colliers.  In spite of circumstantial changes and extensions to the scope and duration of the project, Andy and the team remained dedicated to delivery.

 

CWaC and Mace would benefit from using Colliers again in the future.
