Professional Summary

Darrin has more than 20 years of experience in commercial real estate and has provided consulting and transaction advisory services to government agencies and private clientele on a national and international basis. Over the last several years at Colliers, he co-founded and developed GSAXCHANGE, a division of Government Solutions specializing in investment sales and financing of government-leased properties. He has also led the Colliers team which continues to provide comprehensive turn-key management, marketing and disposition services to the FDIC on a national basis under an ongoing, multi-year contract resulting in the sale of more than 160 properties. Prior to this, while at Colliers, Darrin has been responsible for the delivery of more than $10 million in real estate and financial advisory services to federal agencies such as GSA, USACE, OSD and the Departments of the Army, Navy and Air Force to primarily assist with procurement of facilities, revitalization of existing real estate assets and disposition of surplus properties. His leadership and expertise have resulted in optimizing the use of real estate assets and generating significant savings for government agencies. Over the past decade at Colliers, Darrin has consistently been a member of the President’s Circle of Excellence, which recognizes the firm’s top producing professionals.  Prior to joining Colliers in early 2001, he was a Manager at PricewaterhouseCoopers in the Financial Advisory Services group for more than five years.  Darrin received his MBA degree from The Wharton School at the University of Pennsylvania and his BA degree from UC Berkeley.

Accomplishments

Since joining Colliers in early 2001:
·         Co-founder of GSAXCHANGE, a division of Government Solutions specializing in investment sales and financing of government-leased properties on a national basis. The GSAXCHANGE team has sold more than $100 million in government-leased properties for valued clients.
·         Leader of the Colliers FDIC team which continues to provide comprehensive turn-key management, marketing and disposition services to the FDIC on a national basis under an ongoing, multi-year contract resulting in the sale of more than 160 properties.
·         Delivered more than $10 million in real estate and financial advisory services to federal agencies such as GSA, USACE, OSD and the Departments of the Army, Navy and Air Force to primarily assist with procurement of facilities, revitalization of existing real estate assets and disposition of surplus properties.
·         Led Colliers team to provide extensive real estate staffing services to GSA Region 9 to support its newly created Real Estate Division headquartered in San Francisco under a three year contract. Within a very short timeframe, Colliers identified, hired and trained approximately 34 contract employees placed in GSA’s main offices throughout the region.
·         Served as engagement leader on multiple, multi-year Department of Defense contracts, under which he provided comprehensive real estate consulting, lease procurement and financial advisory services to the Army relative to the development of its build-to-lease program in Korea. Darrin performed services under these contracts from mid-2002 to 2008 and completed the first lease procurement and financing of a BTL project for the Army in Korea.
·         From early 2002 to mid-2004, he also directed Colliers’ efforts as a financial advisor to the Department of the Army and U.S. Army Corps of Engineers relative to its housing privatization procurement activities under the Military Housing Privatization Initiative (MHPI) and the Residential Communities Initiative (RCI) Program.

In my capacity as the Director of the west coast Base Realignment and Closure (BRAC) Program Management Office for the U.S. Department of the Navy, I have had an opportunity to work with many real estate service providers in a variety of specialty areas. In 2003 my staff and I began working with the Colliers International's "Integrated Real Estate Solutions (IRES)
Group", led by managing directors, Patrick Remolacio, Bret Hardy and Darrin Kennedy. The IRES Group's performance on projects ranging from the 3,719-acre $650 million sale of the
former Marine Corps Air Station El Toro in Irvine, CA (2003/05), to the complicated "Novato Land Exchange" transaction in 2007 that mandated a land-sale/transfer of a relatively small land parcel with building improvements in Novato, California, in exchange for mission-critical
restrictive easements contiguous to the Naval Air Station, Fallon, Nevada, were extremely well executed. Further, in 2005 the IRES Group provided its services for the disposition and resultant $122 million ($88 million net) sale of the 62-acre former San Pedro avy Housing property in the City of Los Angeles (San Pedro) California, greatly exceeding our expectations.


In my professional opinion, the Colliers IRES Group represented to us a "Best-In-Class" of real estate service providers in a wide range of disciplines. As such, we contracted their services for our national BRAC Program for a period of five years starting in late 2005. To date, the IRES team has shown that they possess a combination of applicable experience, knowledge, project organization skills and ethical professionalism. They continue to demonstrate a "hands-on"
can-do team attitude capable of executing some of the most complicated projects that the Department of the Navy has implemented under the BRAC program.
