Real estate services company wins multi-year contract in competitive RFP process
LOS ANGELES – December 3, 2017 – In one of the real estate industry’s most valuable federal government contract competitions, Colliers International has won a multi-year contract to provide real property forfeiture support services to the United States Marshals Service (USMS), company officials have reported.
Best known for tracking and arresting federal fugitives, the USMS, through its Asset Seizure & Forfeiture Division, based in Washington, D.C., currently holds more than 400 commercial and residential properties that were obtained with proceeds from criminal enterprises, including domestic crime and certain acts of international terrorism committed in the United States or affecting U.S. citizens overseas. The number of properties it holds varies with the number of successful federal prosecutions.
Colliers prepared the winning bid in response to the USMS’s detailed request for proposal (RFP) issued in August. The proposal effort was led by Los Angeles-based Director Dan Feldman with assistance from Executive Managing Director Darrin Kennedy, who have carried out government services at Colliers for many years.
“Although the RFP from the Marshals Service was issued at the end of this past summer, our team continually tracks these opportunities” said Feldman. “The government likes to take a fresh look during the final year of any contract, so we knew this would be a serious opportunity for us to demonstrate our capabilities and experience.”
The RFP indicated a bonafide need for contractor support to provide real property forfeiture support services specifically related to appraisals and valuations, property management, and title and dispositions on a nationwide basis. After competing against a handful of firms, Kennedy noted that Colliers’ nationwide experience in appraising, managing, marketing and disposing of properties held by other federal agencies, including the Federal Deposit Insurance Corp. (FDIC), was a significant factor.
“While this may seem more dramatic than other contracts because these properties are seized, forfeited and held for disposition by USMS, it’s quite similar to other real property support services contracts we have won, like the FDIC, where we are managing, marketing and disposing residential and commercial properties held by failed financial institutions,” said Feldman. “Given our team’s stellar track record, we were confident we could meet the RFP requirements.”
Overall, the USMS is managing and disposing of not just real estate assets, but other assets obtained with what are commonly called “ill-gotten gains” like yachts, commercial businesses, vehicles, jewelry, art, cash, financial instruments, antiques, collectibles, vessels and aircraft. Colliers’ contract only extends to the real property held by USMS, which includes a wide range of property types, including a 36-story office tower in mid-town Manhattan that may be one of the first properties requiring assistance from Colliers.
